Well, I did some searching and figured it out. Turns out that there's
a problem with the RTC driver that screws up the reporting to /proc/stat,
which meant that top was getting bad information.

Disabling the RTC driver fixes the problem. I hear that there's
a patch floating around to fix this. Maybe it'll be in the next kernel.
