This is isn't a bug. It is a feature of the login(1)
program. Long ago there were teminals that were only
capable of using uppercase characters; to allow the
use of such terminals, the login(1) program was given
the functionality to accept only upercase charcters.
This made it possible for users who had Upper/Lowercase
combination passwords/usernames to login.
