Sorry for the lateness of this reply... trying frantically to get all the
critical bugs figured out, and ash is not helping at all.

What are you passing as the root device to the kernel? I got that same
error message when I used root=/dev/ram0. What you actually want to do is
use root=/dev/fd0 (or whatever your floppy device is). I know that seems
wrong, but it seems to work just fine.

Actually, I'm glad that you haven't gotten to the rootdisks yet as you
would have encountered about ten MAJOR bugs. I was successfully able to
install and configure the system, but not without a significant amount of
work outside the setup program. I'm going to have that done before the
CDs are made, though. Well, that's the plan anyways...
